En effet, à plusieurs reprises, nous avons exprimé nos craintes et nos réserves, en commission, en rencontres individuelles, sans que celles-ci soient prises en considération. Notre sentiment est partagé par de nombreux riverains, professionnels qui s’inquiètent de la mise en place d’un tel projet et sollicitent notre aide. Sans être opposés à un cheminement cyclable permettant de relier des secteurs entre eux, le projet que vous allez mettre en place comporte de nombreuses incohérences et ignore de nombreux impacts. - Absence d’étude du besoin et manque de cohérence nous nous interrogeons sur les motivations de ce projet et craignons que cela ne relève uniquement d’une position idéologique. En effet, aucune étude n’a été menée pour mesurer l’impact de cette décision et sur le nombre de cyclistes pouvant emprunter cet aménagement. En outre, une piste cyclable existe déjà avenue de la Libération. Des aménagements mesurés lui permettrait de relier la gare au centre-ville. - Impact économique pour les professionnels votre projet va supprimer une cinquantaine de places de stationnement tout au long du trajet, alors même que notre ville est reconnue pour son attractivité, sa facilité de stationnement à proximité du centre-ville. Ce projet impactera directement l’ensemble des acteurs économiques, commerces, professionnels médicaux et paramédicaux, pharmacies, écoles et collèges, marché hebdomadaire… Il deviendra très difficile voire impossible de stationner dans certains secteurs de la ville. C’est la survie même de ces acteurs qui est en jeu, des emplois locaux, et avec eux, la survie d’un centre-ville attractif et dynamique. - Impact sur la circulation et le stationnement des riverains votre projet supprime une voie de circulation sur le bas de l’avenue Jean-Jaurès, qui se reportera sur les axes à proximité, et créera inévitablement des embouteillages sur des axes déjà saturés aux heures de pointe. Quant au stationnement des riverains, une grande partie n’a pas accès une place individuelle, et ne peut stationner que dans la rue Jean Jaurès. - Impact sur les structures éducatives et culturelles en supprimant le stationnement aux abords de la MJC, de l’école Notre-Dame et du collège Sainte-Marie, vous mettez en difficulté et en insécurité des centaines de familles et des milliers d’enfants, alors même que des craintes ont été soulevées par les représentants de ces organismes. Vos réponses sont encore plus inquiétantes comment entendre que nous devons laisser les enfants sur le trottoir, devant un portail clos, ou remettre la responsabilité sur les aînés, ou encore se garer à 15 minutes de marche de l’établissement ? Au-delà de ces impacts, nous regrettons également une nouvelle fois la méthode que vous avez choisie pour mener ce projet. Une commission spéciale a été créée au mois de Décembre, dont l’objet était de faire des propositions d’aménagement Elle ne s’est réunie qu’une seule fois. Pourtant, de nombreuses questions avaient été soulevées et des propositions avancées. Aujourd’hui, rien n’a été retenu et de l’aveu même des élus en charge du dossier, aucune modification n’est envisageable. Pourtant, ce projet impactera durablement l’ensemble des rochois et habitants du canton. Comme nous l’avons proposé en commission ou lors des rencontres individuelles, nous pensons que d’autres solutions existent. Ces mesures sont mises en place dans de nombreuses communes et ont prouvé leur efficacité - Zone à vitesse réduite, - Signalisation et valorisation de la piste existante avenue de la Libération, - Création de bandes cyclable de part et d’autre de la chaussée, avec priorité aux cyclistes, permettant le partage de la chaussée entre les différents usagers. Aussi, nous vous demandons la suspension de ce projet, le temps de définir des solutions alternatives concertées. M.
